Overview
Richter is a character in LOQO 2 and one of the first characters encountered in the story. A mercenary under the employment of Lord Kross, Richter's main job is to threaten those who would refuse to pay the unreasonably high taxes that Kross demands. He and Kai have an on-going feud, as Richter often shows up to Kai's house to demand payments.
